Unified Development Institution in the Housing Sector AHML
Agency for Housing Mortgage Lending JSC (AHML) was established in 1997 by the Government of the Russian Federation to implement the state policy in the housing sector. AHML is in charge of developing the housing market in Russia, expanding the availability of modern comfortable housing, and altering the face of the urban environment.
As part of its activities, the AHML supports the development of mortgage lending at the state level and develops the secondary mortgage lending market by introducing mortgage-backed securities with AHML guarantees (‘MBS Factory’), which will help to attract funding to the mortgage market and generate lower rates for borrowers.
The AHML puts federal land plots into circulation, including for the purpose of resolving social issues such as the provision of housing for large families and assistance to co-investors who have been deceived. A total of 1,596 residential buildings with total area of more than 8.5 million square metres have been put into operation on land plots provided for housing construction by the AHML.
Based on instructions from the President and the Government of the Russian Federation, the AHML develops the institutional rental housing market. In 2017, the AHML launched a pilot project – the ‘Liner’ rental building, which was completely commissioned in less than 2 months.
The AHML works to create and introduce new standards for the development of a comfortable urban environment by optimizing and improving the quality and efficiency of area improvement and development processes. Pilot projects were launched in Saratov, Kaliningrad, and Vladivostok. The standards will form the basis for the transformation of all 1,112 cities of Russia.
