Russia – One Step Ahead As new technology takes hold around the world, changing the way we live, work and relate to each other, the pace of innovation differs from country to country. Over the last decade, sectors such as e-commerce, mobile telephony and FinTech in Russia have evolved at least on a par with developed countries – if not faster. Can Russia leapfrog developed markets in terms of technological innovation? What are the sectors best positioned to lead the advance? Can sanctions hold back the pace of further technological development in Russia or, on the contrary, give additional stimulus?

Tom Blackwell heads EM, a financial communications consultancy focused on Russia and emerging markets, with offices in New York, London, Moscow and Hong Kong. EM was created following a successful MBO and carve out from M: Communications, where Blackwell was the Managing Director of the UK agency's Russian office. Prior to joining M: Communications, Tom worked for The PBN Company (part of WPP), where he was Managing Director of the firm's Moscow office and also led its international financial communications practice in Russia. Among Tom's particular areas of expertise are IPO communications, and he has led the communications for more Russian IPOs than any other professional in the market. In addition, Tom has substantial experience managing the communications for privatisations, major cross-border M&A transactions and shareholder activism campaigns. Tom has a first-class degree in Modern Languages from the University of Durham and is a fluent Russian speaker.

Greg Abovsky joined Yandex as Vice President of Investor Relations in January 2013, assuming the extra duty of Vice President for Corporate Development in October 2013. He was appointed Chief Financial Officer in 2014, and Chief Operating Officer of Yandex in 2017.
He started his career in investment banking at Morgan Stanley and has over 17 years of experience in a variety of finance and investment management roles in the media and technology sectors. He holds a B.A. degree in Business Economics and Russian Literature from Brown University and an MBA. with High Distinction from the Harvard Business School.

Andrey Dubovskov was born in 1966 in Alma-Ata. In 1993, he graduated from the Gerasimov Institute of Cinematography with a degree in Film Direction.
Mr Dubovskov has extensive experience in telecommunication companies: since 1993, he has held multiple managerial positions at Millicom International Cellular S.A., Millicom International Cellular B.V., LLC Regional Cellular Telecommunications, CJSC 800, and other companies in Moscow, Almaty, Nizhny Novgorod, Yekaterinburg, Perm, and Kiev.
He was CEO of Tele2 in Nizhny Novgorod in 2002-2004.
In 2004, Mr Dubovskov joined OJSC MTS as head of the company's Nizhny Novgorod branch.
In 2006-2007, he was director of the MTS Urals Macroregion.
In 2007, he became first deputy CEO of CJSC UMS (MTS Ukraine) and in 2008 was appointed head of the MTS Ukraine business unit.
In 2011-March 2018, Mr Dubovskov was President and Chairman of the Management Board of OJSC MTS.
In March 2018, Mr Dubovskov became President of Sistema PJSFC.

Professional Experience

Maxim Evdokimov is in charge of Tinkoff mobile apps and web interface. Under his supervision, Tinkoff mobile application has become the best in the industry for a number of times. Before joining the bank in 2013, he had served as Director General and Board Member of the MOBI.Dengi payment system, as well as Director General of the Ukrainian branch of Summa Telecom company. In the 2000-s, he worked as Director for products and services at MegaFon.
